Which phone should I buy on a budget?

Hi so i keep it short I'm on a very tight budget & need a new phone. Never used any of apple products before.

I'm debating between 17e or 17(second hand/almost new)

I need them to have SIM card port cause esim isn't very common here

So anyone has a suggestion?
