in witch hat atelier, is it illegal to give an item or thing life and sentience?

specifically, i had a thought of a little witch hat atelier x cookie run kingdom crossover, in which a witch in wha makes a little world with living cookies akin to how a witch in crk made earthbread with the living cookies.

if a witch from crk was in wha and like made a lil world of alive cookies akin to a witch making earthbread, would that be considered forbidden magic?
