Throwing punishment idea

Can we get a throwers elo like placements where if someone were to throw and i mean outright afk the thrower gets put in that elo where he needs to finish 5 matches probably without throwing to get out and go back to his elo and if he were to throw again the penalty will be 10 then 20 then 30 (yeah just ban him at some point)

Just like how games had h@ckers (the word is banned) servers back in the day where you only will face hackers in your games
