[One Piece] If those who carry the name ".D" are enemies to God, then when a pirate who has that name gets it printed on their bounty poster, why don't the higher-ups make said person a high-priority?

Like considering the latest chapters and how much Imu hates the legendary pirate Davy and his descendants, wouldn't he put out some mandate to have any pirate who is confirmed to be a "D" be killed, either overtly or subtly?
