Looking for old song early 90's

Looking for a track played on Power 106 or Pirate Radio around 1991. Four-on-the-floor techno/rave. After the beat had been going for a while, a cartoonish male voice said something that sounded like 'Munchkin Man, Munchkin Man,' with the word 'man' held out. Then the melody started. Sample repeated occasionally throughout the track.
