Hot to get more fps in the remake??

Hi, i have rtx 4070 12gb but i have a lot of stuttering.

Its weird since my pc can run almost all games on ultra

I installed a mod that really helps Ultimate Engine Tweaks

I set dlss 4.5 on performance and set sharpness to 0

I'm in high gothic should i change to just high?

But i still get some stuttering so how can i get more fps??
