How on earth do you get Celestial Radiant Crystal

I am currently trying to get a Celestial Radiant Crystal for Lullaby, but I SWEAR ITS IMPOSSIBLE TO GET THIS STUPID THING
I got the thing itself multiple times but when celestial buff turns on, IT JUST DISAPPEARS
