S ranking pepperballs or flash

So now that I beat A New America (with an A rank - I’m fine with that and never playing that again in the foreseeable future.) I want to go back and S rank all the levels I haven’t already.

I’ve been using the flash launcher for ANA. And yes it’s a bit OP. Is S ranking with pepperballs worth it or is it a pain in the ass and should I just stick with the flash launcher setup?

I’ve played pepperballs long ago when I first got the game and it seemed like I had to shoot half a clip into people to get anyone subdued.

Whats your take? Or suggested loadout for general S ranking.
