What's with Alameda County Board of Supervisors, esp. Miley and Haubert, and esp. Haubert?

^(Lots of good information here, but, again, what is with them opposing transparency in discretionary funding? There is some, but why would you vote against more and threaten to sue? Is it tied to the audit ordered by Aisha Wahab in the Alameda County Department of Children and Family Services which found so much incompetence, neglect, and so on? Is that why Wahab wrote the bill on the funding? Haubert wanting to to stop participating in these meetings when this is what the Supervisors are in charge of is suspect.)
