what gpa is considered good gpa for bachelors? (TU, Nepal)

I came across a post from someone who wants to go abroad for further studies but is worried about having a low gpa in their bachelor's degree. honestly, by TU standards, the gpa seemed pretty decent but when it comes to scholarships abroad, it might still be considered on the lower side.

so just asking; what gpa range is generally considered good in TU? asking specifically about TU, not other universities in Nepal. TU exams are quite tough, even passing isn't easy. how do universities abroad usually evaluate? and also TU gpas in that context?
