Rant about bicycle racks and behavior (California)

Had some moron secure his bike across an ENTIRE BIKE RACK and TO MY SCOOTER today making me wait on him to remove it. Took his sweet fucking time to. Tried to tell me I could've just left till I mentioned he secured his bike to my scooter as well as the rack...then he tried to say I took up too much room with parking it straight, and secured his bike to mine since I had a more secure lock than him (what the factual hell?). Was wondering if this happens again should I contact local PD non emergency line or just go get a pair of bolt cutters and remove his lock from my scooter? Am beyond pissed atm so am trying to not resort any stronger insults I have regarding this...person...and their complete level of disrespect. For those wondering I used a U-Lock to secure mine when there wasn't anyone there the normal way, leaving plenty of room for at least 4-5 more bikes.
