Cost effective way to preserve 2nd phone line?

I have two phones lines, currently paying a data plan for both which I only need data plan for 1 only.

So I want to preserve 1 line for receiving SMS and calling by 'downgrading' it and another one one, which is my main data plan number. Is there a cost-effective way to do this?
