Does the CRIT Rate buff of the Superconduct Artifact work off-field?

Someone raised this in another post and now I am wondering it too. I know the reaction Bonus part will because its an unconditional stat buff. But the CRIT Rate one is conditional. Usually conditional buffs which require you to trigger reaction or deal DMG specifically say that they will work ‘even if wearer is off-field’. The CRIT Rate buff doesn’t say it works off field.

So does it?
