Transferring Out of Mapua

Hi! So I stopped attending Mapua during the 1st term last year because I'm planning to transfer to another university. I just wanted to ask if I need to pay my remaining balance first before requesting my transfer credentials, or if I can request them beforehand.

I won't be able to enroll in my new uni as a transferee without it 🥹
