Buying New Vehicle with Recall

I bought a new 2024 Ford Ranger (old stock) a month ago. I learned that buying a new Ford comes with "Ford Points". They hadn't been credited so I called Ford and they said the dealership hadn't recorded the transaction with Ford. I then called the dealership and they said they were unable to record the transaction as there is an open recall on the vehicle.

The recall was dated mid-April, whereas I bought my vehicle early May. It seems like a minor issue, but from what I can tell, federal law prohibits dealers from selling new vehicles with recalls on them. For what it's worth, it appears the part(s) haven't come in yet.

Any experience or thoughts on this?
