GENUINE QUESTION FOR MOUNTAINEERS/ HIKERS🇵🇭

So here’s my story, a week ago we were supposed to climb this mountain (i won’t tell but it has been temporarily closed for now) last 05/31, but our org announced 05/29 that our climb is cancelled due to them not being able to secure a permit because of late down payments and as per the tourism closing the permit process because of many climbers that day.

Now we asked for a refund, but sadly it has been more than a week, we asked for a refund but the org just said it is “non-refundable” (it wasn’t stated) and it is in their rules, he specifically asked if I had this BMC training (i think?). A lot of us got a refund but still 5 of us haven’t received anything. My questions are:

-do we have the right to have our refund?
-do we really need to have BMC to be able to climb any mountains?
-what do we do to be able to get our refund (down payment)?
-what ethical thing can I do with my situation

As per his reply to me, he wasn’t even respectful, yet he called me disrespectful, what do I do now?
