Erecting boundary wall - what are the municipal requirements?

I have a concrete fence surrounding my property at present. I'm looking to upgrade to a wall but I'm wary of violating municipal bylaws etc.

What is it that I need to submit if anything before my builder starts?

The property is in Durban
