Marine Vet Long Term Care Facility Location

Hello, my father in law is a Marine veteran and recently had quadruple bypass surgery. There were a few complications where he had to have a tracheostomy done and is dealing with delirium. They are about to add a feeding tube into his stomach today as well. They VA wants to move him out of the hospital tomorrow and in to Cleveland clinic VA which is 1.5 hours away from our home. We Wanted to have him moved to Boardman VA which is only 20 mins away but the VA is declining it. Is thete anything we can do?
