Landlord violation of ‘foreign loads’ on unit electric meter
Location: Pennsylvania
I am renting a 1bed/1bath apartment in PA.
This is an old house turned into 7 separate units.
My monthly rent is almost $1000 + electric.
Long story short, my electric is extremely high. Went from $200 to $500 to $800+ to almost $1800 for single month electric.
I had the electric company out because I was concerned and they found that the buildings water heater was on my unit’s electric panel and I was told that is a big no-no.
I received a formal letter in the mail from electric company stating that’s in violation of PA Act 54 because something that services the building is on my personal meter.
I never had confirmation they fixed it.
Technically I should be reimbursed for all electric used before that and until it was fixed.
Landlord is refusing to reimburse me and claims it was not an issue although I have documentation.
I sent a copy of my letter, Act 54, all emails, and my requested solution via mail and they have denied my request to be reimbursed.
They are now not properly tracking my payments and it makes it look like I’m 3-4 months behind on rent.
I do have emails stating each payment is solely meant for rent and not this electric charge.
I still have electric bills since I’ve moved in with a friend but am still technically leasing this place and with just 1 fridge, 1 oven, and 1 light plugged in - my bills are still $200/month.. Still not confident my meter is only servicing my unit.
I filed a complaint with the PUC, then they pointed me in the direction of the PA Attorney General Consumer Complaints, but I have not heard from them yet.
I’m getting antsy with this whole situation.
I desperately want an answer and a solution to everything. I’m considering taking them to small claims court, but cannot afford to get started in an entire legal battle.
Any advice on how to approach is greatly appreciated.
(Side note - I left out a lot of detail to keep it simple)
