PS pully rubbing on lower radiator belt

Before you read any further, yes the engine mounts are less than a year old that's not it!

I recently did a bunch of work including a new aluminum (ebay special), hoses, headwork and new head, oil pan gasket and much more. I have been having an issue with the PS pully rubbing on the lower radiator hose and putting a small hole in it. As mentioned above the motor mounts are about a year old and oem, so that's not the issue. With th hood open and romping on the throttle it seems to move a normal amount.

My first thought was I didn't get everything fully tightened after I lowered the subframe to do the oil pan gasket, so I re -tightened everything after I found the hole. I also moved the radiator as far left as possible (with the little movement there is). I'm still having a rubbing issue, any ideas?

My only other thought is the Chinese radiator sits a little too far right, I could bore out the mounting holes a bit a scooch further left.
