Cat Flap

Hello, I am looking for quite a specific type of cat flap but can't seem to find any. I need one that is able to scan microchips (or something similar) and allows cats in and out but nothing else. I have one cat that needs to be able to go in and out as it pleases, but another that (due to other circumstances) is not allowed to go out. The cat flap just needs to be able to let one cat in and out and block the other. Does anyone know of similar products?
