Contrast, shade and layer question

Have seen a few online videos specially Space/ultramarines being painted with a primer, followed by contrast paint, a nuln oil wash and then layering up colours after.

What is the purpose of this particular method. As a new/learning painter id like to understand the methods and not just replicate/try them.
