NCBE MEE answers: question percentages

Does anyone know how to figure out which parts of an MEE are worth what?

For example, on the Feb 2019 Torts MEE questions one and two are worth 20% each, question 3 is worth 40%, and question 4 is worth 20%.

I assumed all parts to the question were worth the same--just noticed they're not. Nothing sets question 3 apart from the others in a way that'd indicate to me that it's worth more than the others.

Does anyone know anything about this?
