Proper sizing

My size is exactly 60cm after measurement. Should I go for a helmet that is Large (59-60cm) or X Large (60-61cm)? My first helmet was X Large but I feel like it should have been tighter. My head moves inside my helmet although not a whole lot but I know for a snug fit it shouldn't move at all and the padding would adjust over time.
