My coworkers are telling me to use damage discounts for undamaged items?

My coworkers at home depot are telling me to use damage coupons to give discounts to customers instead of customer satisfaction, telling me Home Depot has a budget for customer satisfaction and damage, and its common practice to give damage discounts to undamaged items when the money for customer satisfaction has run out, but its always on my cashier. I put my balls and told them to sign out and use their username when doing that stuff and I dont think its right, they also told me to chase customers who leave without paying, the rule is only not to chase far away.
