Which champs benefit the most/least from the top lane quest?

As an Urgot player he probably leans towards least because (1). it doesn’t really help him reach his power spikes. Lvl 9, no. Lvl 13, technically yes but he’s only gonna be 1-2 lvls away before quest completion. (2). He gets no value from lvls 19 or 20 because his kit stops scaling at lvl 16. (3). Probably the only good thing about the top lane quest for Urgot is TP.
