Is there an antileech plugin for nicotine that checks publicly available shares?

I keep having uploads to users who's profile som says have a suspiciously round number of shares, usually 1 share in 1 folder, sometimes 1000 shares in 50 folders, but when I try to look they are private and I can't see them. I suspect they are just putting several blank files to avoid the standard nicotine leech detector plugin. Is there an antileech plugin that checks against it publicly viewable shares, and cancels uploads if they fall below a certain number? Alternatively is there a plugin to block uploads to users based on their username matching a pattern? They all follow a pattern of <word><word><3 digit number>.
