Please help Trailer title problems

I purchased a gooseneck in Ohio.
The previous owner gave me the certificate of origin and I took that to the dmv and they say I can’t put in my name or get a title because the coo is in his name. They say since Tennessee titles trailers he has to go get a title in his name and then I have to transfer it into my name. What options do I have?
