I need some help keybinding special abilities

I have been struggling for 20 mins, to set handbrake to space, and foglights to f, but how can I do that when the only keys I have to use, are up and down, spacebar, x to clear, and escape. I've been able to get it to be f for brake, space for lights, but not the other way. Please help
