Why was the iPad 8 and Mini 5 dropped?

I’m not sure if this is a stupid question, but why were these iPads not supported for iPadOS 27? Surely they could handle it. The iPad 7 runs on the same processor as the iPhone 7 and it got 3 extra versions than it so surely these iPads could’ve got 1 more before being dropped.
