Does Forza Horizon add cars to wheel spins?

Dumb question… I have every wheel spin exclusive FE car right now. I also have some wheel spins saved. Does Forza typically release new FEs into the reward pool, or just car pass? I tried googling but couldn’t find a concrete answer, and I want to know if it’s pointless to bank wheel spins for later on. I’ve been playing since 3 but somehow haven’t paid enough attention to know the answer.
