(In)Visibility of activity feed in customised workspace

Hello, people.

A co-worker has reported that they can't see the activity feed in a customised workspace, but the original developer did include an activity feed.

Are there any possible circumstances under which a user does have access to both a table and a customised workspace, but not the activity feed of a record inside this workspace?
