Video Card Upgrade, how bad will my bottleneck be?

Looking for some advice on a potential upgrade. I wanted to do a full overall, but RAM is insane right now.

Current Specs

Video Card: MSI 2080 Super 8GB

Motherboard: MPG Z390 Edge

CPU: i7-9700KF

RAM: 32GB DDR4 3600

PSU: Coolermaster Masterwatt 750 (Bronze)

Cooler: NH-D15 (Noctuna)

Screen: ROG PG348Q (1440p)

If I were to only upgrade my video card to say a 5070 TI or something similar.

How bad would the CPU bottleneck be?

Would it make sense to upgrade my PSU to something more modern as well?

Am i dumb for doing this or just wait and do a full upgrade all at once?

After years with my 2080 Super I'm finally starting to see its age.
