Fuel or electrical issue?

Had a problem starting but was told engine was not getting gas. Pumped throttle a few times and finally got it running from throttle position. After that it started in neutral just fine. It turns on and off just fine. I go out on the water for about 15 minutes then turn off to inflate and set up tube but wouldn’t start. 🤦🏻‍♂️
