Is Bank Heist bugged or do I just have unholy luck?

I've tried Bank Heist gold and Bank Heist cash several times, restarting each multiple times, and I've only gotten the teller room vault spawn. How is this even slightly possible for something that's supposed to have 50/50 odds?
