What is happening with my CPL???

I bought a cheaper K&F cpl and a JJC nd filter and they work great but I ran into a problem.. here's my breakdown briefly

(The filters are sizes to fit my 77mm 70-200 and I have a step down 72mm ring for the 18-35)

The CPL on my 18-35 lens looks amazing! It looks great and gets rid of the glares. But when I add an ND to it and adjust my settings accordingly, it has a horrible orange tint/film to it.. I have no clue why

The CPL on my 70-200 is terrible! The color is ok but the photo is blurred/stretched... almost like the CPL glass is out of place, but it works perfectly on my 18-35. When I add the ND, it's still blurred but the color is great. It'll work if I only use the ND on this lens.

Why would this be happening? The CPL that I bought in the size for my 70-200 doesn't work but it somehow works on my 18-35 with it's step down ring... but it doesn't work with the ND while the 70-200 does. It's a rabbit whole puzzle and it's got me confused.
