Need some help for selecting uni!

I had 54k in VITEEE and 4k AIR and 900 TNR rank in sastra, (This following is about VIT) due to such high rank inflation I couldnt get my dream branch (mech), i couldn't get Vellore or Chennai even at cat 5, i was only able to get AP Cat 1 Mech, my goal isn't placements even in vellore, it's to go abroad for Masters, AP and sastra are my last options, but sastra is very orthodox they use uniforms and stuff, is AP good enough for my goals? Help me is it an above avg uni? I get its new thats why it doesnt have much rep, but other than that.
