Eye of the Bedlam Bride question (Spoilers)

So I'm doing a re-listen and I just finished Eye of the Bedlam Bride. In the epilogue Rosetta is on the homecoming queen and makes a comment, she says "If the AI hadn't let them kill that goat, it wouldn't have worked." What is she talking about here?
