The PFD you'll always wear is the only one worth owning. Paddling PFDs are designed with large arm holes to prevent chaffing, and the only type worth owning will have shoulder, waist and under arm adjustment buckles, because everyone is shaped differently. Women with larger chests will definitely want to look at women specific models as the basic models are always designed for men.

Always think about the coast guard trying to find you in the ocean wearing it and buy the brighter colors, blue/green are typical water colors and don't stand out. Reflective tape on the shoulders is the only place it will be visible when you're in the water.

This list is arranged by how much it will make you sweat in hot weather (which always impacts your desire to wear it) from hottest to coolest. With a sub $100 price target.

Onyx movevent or Awesafe from Amazon (Onyx clone) are the best budget paddling vests I've found. Have both in my family collection of PFDs.

Lowest bulk would be the NRS ninja, or Stolquist Edge , but you'll have to find one used to get under $100. I wear a ninja for surf/whitewater.

Amazon also carries a few suspender types of inflatable PFDs, the Owntop brand being in your price range. Do not get the automatic inflation style as they will inflate when you didn't mean to.

For anything but surf/whitewater I wear a belt pouch inflatable, but you absolutely have to be a strong swimmer who doesn't panic if you fail in to trust one as you need to pull the inflation knob, and most models require you to pull it over your head before inflation. The PFD you'll always wear is the only one worth owning. Whatever you get, ensure it has a whistle attached by a lanyard, as a whistle still works after your voice is gone, and can be heard further away.

think about adding a small plastic mirror to your PFD as well for signaling during daylight.

What type of PFD life jacket should I buy?
