2008 Lexus is250 RWD Braking Issues

Hello! Needless to say I have braking issues with my IS
I’ve replaced booster and master cylinder I will be replacing the abs module hopefully that fixes it.

My pedal has to be on the floor to stop the car
When I slightly press on the brakes it gives the car a little braking power but the further I go down that braking power goes away till I’m at the floor where I get all the braking power and go into a hard stop

I have no air in the system did trad bleeding and abs bleeding same issue, however the rear lines shoot out fluid much softer than the front lines. The driver rear line barely shoots out fluid unless it’s the ABs bleeding manually barely comes out, the passenger rear has better flow but still much worse compared to the front 2 so I will be replacing the hoses as well

What does anyone think the issue could be ?
