Is it normal for advance DLA to take a few weeks to process?

Applied for advanced DLA for my pcs. I was within my 30 days from my final out when I submitted it through the comptroller. Got told it would take 15-23 business days to process…I am now a few days from leaving (final out is the 15th of June). Asked a week ago if I needed to resubmit anymore paperwork or if I was missing anything. Got told to reopen my inquiry 10 days out, did that, and I got told will take 15-23 business days to process…

Yall what am I missing here? Thought advance DLA meant getting it before you PCS. Been told by everyone else when they applied it took a few duty days and they got their payment.
