Is Stinking Mire useless now?

I was expecting to see a change to this with today’s update, but since there isn’t a change, is this enhancement useless now?

In 10th, it’s declare target, roll, check distance. The -2” applied to the roll before checking the distance.

Now, in 11th, it’s roll, check distance, declare target. So if something is 7” away and rolls a 7, they are within range, can declare the vehicle as a target, and move 5” to be 2” away and still within engagement.

Is this right? Or have I missed something?
