Urgent QUERY please help

I passed the theory exam but failed in the practical. I believe my main centre failed me because I refused to pay money they demanded. Now I will apply for the ODE exam. Since I have already passed the theory, do I only need to pass the practical? Also, is it easy to pass the practical at the ODE centre assigned by NIOS Delhi if I perform well?
