Displaying player names on boards/nixie tubes via command blocks.

Hey! I got this idea from a video I cannot find- it used command blocks to create name tags for players joining the server and then deployed them to displays- welcoming the player.

What contraptions and commands are the best practice for this? I figure a can use a deployer easily enough but I'm unsure how to implement the command block.
