Unable to zoom out map in 9.0

Anyone having issues with zooming out map? Started new game, paning/rotating map works with mouse but scrolling mousewheel in/out keeps going back to closest distance. Mouse zooming works correctly when viewing external ship, just the map refuses to zoom out.
