Should I wait to buy character passes?

Haven't played the game in a while and was thinking of jumping back in. I see that I can get the 1-2 years for $40. Not sure if it its worth waiting for year 3 to join that or if it likely wouldn't really save me any money. I would assume year 3 is almost done, but I'm very out of the loop.
