Can a Madu be a Magic Staff?

According to the rules, a madu must conform to the rules of a shield of any size and a Dagger, Small, Long or Great.

Under the rules of a Great, there is no minimum strike legal, so it can conform to the requirements of both a great (48+", not used to slash so there is no strike legal required) and of a Magic Staff (36"-72", padded on both ends.)

A magic staff says you can wield no *other* weapons or shields, but as a madu it would be the shield.
