Who uses the stigma set anyway?

Which vanguard is supposed to use dawn’s grace anyway? Majority of the time when i ask here, i get told get told to use Reckoning of Sin or some other set?

Seriously who uses Dawns grace? If it’s just mercenaries then that’s just sad.
