Noah's access unit\keycard

Can somebody help me please?
I've loaded a save from previous version (there wasn't any indicator that the save is corrupted or it's version incompatible).
I went to the elevator, I crafted noah's access unit, I got down to the Underdust and scanned Access Terminal.
Problem: I don't have any recipe for noah's access keycard. I can't craft it in suit, I cant research it in research station. What am I missing? Maybe it's a bug? If yes, can I spawn it with console command?
