Dandruff issues and itchy scalp?

Hey everyone! I have tried everything to fix my scalp issues, and I am now begging for someone with experience to help.

My hair and skin are so oily, and my scalp is falling apart! For over a year I have been trying to keep up with it. I used Nizoral dandruff shampoo every other day trying to fix it. It would help for a day or so and then my scalp would be right back where I started. My doctor said it was improving, but after a year of desperate trying it always comes back in ten fold

When I use Nizoral it makes my hair feel like plastic and it looks so unhealthy.

I stopped using the dandruff shampoo and tried every shampoo I could find. I double wash and really scrub each part of my scalp. I don't use conditioner because it makes this flare worse. I have been using a clarifying shampoo (live clean apple cider vinegar shampoo) every other day and it's just getting worse again.

What do I do? My skin is breaking out too from all this oil production.
